PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform technical and administrative management and oversight to organize, plan, and direct the functions of the Information Systems Department. This is an executive position that exercises strong leadership and management overseeing the development, implementation and maintenance of a variety of complex technology systems.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides leadership, vision and long/short term planning for the department and for the Town in the area of Information Systems; aligns IS strategies with the Town’s strategic plan and the business objectives of the Town and its departments. Communicates with and gathers input from internal customers on solutions that support business and productivity objectives, and develops plans that balance the needs and experience of end users, residents and customers with the needs of the organization and applicable technologies.
Oversees all departmental projects and operational activities; receives and prioritizes project requests; schedules projects, establishes projected timeframes for completion of projects, and assigns projects to appropriate staff; monitors status and progress of each project.
Supervises, directs, and evaluates assigned staff, directing work, completing employee performance appraisals, and ensuring ongoing staff development in order to maintain knowledge of industry trends, hardware and software developments, and industry best practices. Interviews and selects new employees, and makes recommendations on staffing needs.
Develops, coordinates and implements a Business Recovery Plan that maintains levels of service with critical functions and technologies. Develops and revises plan on an annual basis or as needed; monitors and manages execution of the plan and assists with hurricane preparation and disaster readiness implementation. Evaluates plan execution following events. Works before during and after a hurricane or other emergency event and participates in incident command system planning, management and activation.
Responsible for the security and integrity of all data information for the Town’s various information services; develops and implements plans, strategies and technologies that protect the resources and assets of the Town using required and reasonable measures that balance security with business continuity and customer service.
Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. Develops, updates, and implements policies and procedures relating to Information Systems.
Communicates with employees, other departments, Town officials, users, vendors, manufacturer representatives, information system professionals, the public, other municipalities, outside organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Attends various meetings, serves on committees, and makes presentations as needed; prepares and delivers presentations/reports to Town Council, residents, or other community groups during public meetings; organizes and attends staff meetings; participates in vendor meetings; advises and conducts user groups; acts as staff liaison to various public committees, to include preparing agendas and minutes, and managing committees through project leadership and administrative tasks.
Develops and manages budget for Information Systems Department and for Town technology-related purchases; determines resource requirements needed to meet technology needs for all departments on an ongoing basis; meets with Town departments and prepares budget requests; determines need for new staffing, and develops position justifications, job skills requirements, and salary recommendations. Coordinates procurement of technology systems and components; monitors expenditures in General Government, Capital Improvements, and Information Systems budgetary divisions to ensure compliance with approved budget; approves requisitions and authorizes payment; reviews and approves technology requisitions for other departments; authorizes payment of all technology-related bills, including requisitioned resources/services and monthly recurring bills.
Manages contracts and consultants for IS and technology products and services; prepares requests for proposal (RFPs); negotiates contract terms; recommends selection of vendors and/or consultants; manages contracts; conducts research and makes recommendations for franchise agreements.
Prepares or completes various forms, reports, correspondence, e-mail messages, project schedules, requests for proposal, contracts, proxy reports, Web copy, technical analyses, budget reports, goals, objectives, Business Recovery Plan reports, performance appraisals, meeting agendas, meeting minutes, presentations, or other documents.
Maintains a working knowledge of current and emerging information technologies, including virtual server environments, complex network environments, programming languages, operating systems, and software programs associated with work activities, which may include word processing, spreadsheet, database, desktop publishing, graphics, presentations, report writing, geographic information system, scanning, networking, communications, diagnostic, utilities, Internet, and email; maintains working knowledge of computer programs utilized by various Town departments.
Maintains an awareness of new products, technologies, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends technical meetings, users group meetings, workshops, seminars, and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Operates a motor vehicle to conduct site visits, attend meetings, pick up or deliver computer components, or perform other work activities.
Performs general/clerical tasks, which may include answering telephone calls, assisting visitors, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Bachelor’s degree in Information Systems, Information Technology, Computer Programming, Computer Science, or closely related field; Master’s degree in related field preferred. Education supplemented by eight (8) years previous experience and/or training that includes progressively responsible information services management, systems design/architecture, network operating systems, programming, software applications/support, hardware/software troubleshooting, telecommunications, project management, budget administration, four (4) years progressive supervisory experience, leadership and management. Must possess and maintain a valid Florida driver’s license.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; ability to compute discount, interest, profit and loss, ratio and proportion; ability to perform moderately complex algebraic and geometric operations; ability to utilize principles of basic probability and statistical inference.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the direction, control and planning of an entire program or set of programs.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds); may occasionally involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dust, odors, machinery, electric currents, bright/dim light, or traffic hazards.
