Streamline – Your Path to Government Efficiency Starts Here is a book authored by ICMA member Richard Baron. Richard is the Process & Project Coordinator for Coconino County in Arizona. He wrote the book to teach Lean Government in simple language.
The book is a business novel and follows the struggles of Sam McConnell, a fictional city manager. Sam is faced with a poor performance review by his city council as he cannot keep pace with the growing demand for services on his flat budget.
With no money to hire additional staff, Sam turns to city employee Karen Spencer. She teaches his team how to use Lean to reduce waste and improve efficiency without increasing headcount.
Readers learn alongside the fictional book characters Lean techniques such as a project charter, voice of the customer, waste walks, value stream mapping, the eight wastes, process flow mapping, brainstorming, process redesign and other tools to improve the efficiency in your organization.
