“A number of local governments throughout Florida have experienced difficulty recruiting and retaining well qualified Finance Directors and financial administration professionals. This is particularly true of smaller governments who may only require part time support and be challenged to meet market salary requirements for certified accountants and other finance team members. Accordingly, many cities have elected to outsource all or certain functions within their financial responsibilities to contractors which specialize in local government accounting. This survey is intended to gauge the extent of local governments who use or have used this approach and their experiences.”
