Dick Kelton will receive his 45-year pin at the annual conference as a FCCMA member. He joined FCCMA in 1969 while working as an Administrative Assistant in Hollywood. Dick has worked in various manager positions in Florida.
He was assistant county manager for Volusia County from 1972-1975, county administrator for Pasco County from 1975-1978, assistant city manager for Miami Beach in 1978. Returning to Volusia County in 1985 he started as the Director, Capital Facilities to Assistant County Manager, then to Acting County Manager. He left Volusia County in 2000 to work as the inaugural city manager for Palm Coast, which had incorporated in 1999. He retired from Palm Coast in 2007.
Dick became a Range Rider shortly thereafter, and stays very busy helping members, as well as cities and counties. During his tenure, Dick’s fiscal expertise made him a ‘go to’ colleague whose opinion was sought for many issues; he authored one of the first white papers on dual taxation in Florida, and it served as a legislative guide to many advocates.
Dick served on the FCCMA Board of Directors from 2004-2006. The FCCMA Board of Directors unanimously voted to appoint Dick as an Honorary Member in August 2006 for his service to the Association and to the profession.
