The B. Harold Farmer Scholarship was initiated in 1992 in honor and memory of B. Harold Farmer, who served as a mentor for many Florida city and county managers. Mr. Farmer worked in municipal government as a city manager for about 25 years and helped establish the Florida Innovations Group. This scholarship honors Mr. Farmer’s commitment to professional local government management and the use of innovation to deliver services to Florida residents.
The scholarship recipient and finalists will be recognized at the FCCMA Annual Conference in May 2013. The recipient will receive a $2,500 scholarship and all related costs of attending the Conference. The major non-monetary benefit of the BHF Scholarship is the networking opportunity available at the Conference. More than 200 city and county managers and many of their management staff attend.
Students enrolled during the summer or fall of 2013 and pursuing a public administration or related degree at a Florida-based university.
The BHF Scholarship recipient demonstrates a strong commitment to pursuing a career in local government management, successfully balances both school and personal endeavors, understands the ICMA Code of Ethics and the council/manager form of government and can commit to promoting the subsequent year’s Scholarship program.
A Complete 2013 B. Harold Farmer Scholarship Program Application Must Include:
- A completed application form,
- Proof of acceptance into a public administration or related program,
- An official transcript of college level coursework, (this must be in a sealed envelope from the university)
- A resume,
- Two letters of recommendation, and
- A typed letter of interest no longer than two pages, which summarizes the following:
- Why you are interested in city and county government management,
- Your career goals, and
- Your financial need and planned use of the scholarship funds.
