POSITION DESCRIPTION:
The City of Clearwater Engineering Department is seeking an experienced professional administrative and technical engineer to administer the operations of the Utilities Division within the Engineering Department. The Engineering Manager oversees a staff of six (6) engineers and works closely with the Public Utilities Department planning, coordinating and managing activities. Work involves the application of technical civil engineering expertise to manage a variety of large and/or complex engineering projects and includes the exercise of management skills to coordinate activities of various or multiple engineers. Work is performed under the general direction of the Assistant Director of Engineering with considerable latitude for independent judgment, discretion and initiative in carrying out daily operations, and is reviewed based on conferences, reports, and observation and evaluation of results achieved.
DUTIES AND RESPONSIBILITIES:
Plans, coordinates, and manages the operations of a division of the Engineering Department. Applies technical and professional expertise to large and complex engineering projects and associated personnel. Ensures that public works capital improvement projects are designed, permitted, and completed in a technically sound, timely, and professional manner. Prepares and maintains project budgets and schedules that are sufficient and accurate. Coordinates the design and development of specifications for construction of city facilities. Interprets contracts and specifications for City personnel and external contractors. Administers consultant agreements for engineering services provided to the City by consulting engineers and architects. Prepares reports and feasibility studies. Plans, prioritizes, and schedules work assignments of staff engineers. Provides technical guidance to staff. Performs related tasks as assigned.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a Bachelor’s Degree in Civil or Environmental Engineering or a related engineering field. Five (5) years experience in professional engineering work. Registration as a Professional Engineer in the State of Florida, or ability to obtain within one year of hire.
